How to visit Montenegro from Dubrovnik: All you need to know

Montenegro is one of the easiest and most rewarding destination to visit from Dubrovnik. Located just across the border, it offers visitors the chance to explore the Bay of Kotor, historic coastal towns, and a different side of the Adriatic coast without spending the night away from Dubrovnik.

Whether you’re considering a guided tour, rental car, or public transport, here’s everything you need to know before visiting Montenegro from Dubrovnik.

How far is Montenegro from Dubrovnik?

One of the reasons Montenegro is such a popular day trip from Dubrovnik is its proximity. The border is less than an hour from the city, making it possible to visit destinations like Perast, Kotor, and Budva without spending the night away.

The Bay of Kotor, which includes destinations such as Perast, Our Lady of the Rocks, and Kotor, is the most popular area to visit on a day trip from Dubrovnik. Kotor itself is usually around two hours away, although crossing times at the border can vary significantly during the summer months.

Do You Need a Passport to Visit Montenegro?

Montenegro is not part of the European Union, so crossing the border requires valid travel documents.

Citizens of EU countries can generally enter Montenegro with a valid national ID card, while most non-EU visitors will need a valid passport. Travel requirements can change, so it’s always worth checking the latest entry regulations before your trip.

If you’re joining an organised tour, make sure you bring the same document you used when booking. Border checks are routine, and travellers without the required documents may not be permitted to enter Montenegro.

How to choose transportation?

There are three main ways to visit Montenegro from Dubrovnik: joining an organised tour, renting a car, or taking a bus. The best option depends on how much flexibility you want and how much time you’re willing to spend planning the trip.

Organised tours

For most visitors, an organised tour is the simplest option. Transportation, border logistics, and itineraries are handled for you, allowing you to focus on enjoying the destinations rather than planning the route.

Organised tours are also the easiest way to visit multiple locations in a single day. Most itineraries combine destinations such as Perast, Our Lady of the Rocks, and Kotor, making it possible to experience several highlights of the Bay of Kotor without arranging separate transport.

Rental car

Renting a car offers the most flexibility and allows you to explore at your own pace. It’s a good option for travellers who want to spend more time in specific locations or venture beyond the typical day trip route.

However, driving also means dealing with border crossings, parking, navigation, and unfamiliar roads. During the summer months, traffic around the Bay of Kotor can be heavy, particularly near Kotor itself.

Bus

Buses run regularly between Dubrovnik and Montenegro and are often the most affordable option. They can work well for travellers planning to stay in Montenegro for several days.

For a day trip, however, buses offer less flexibility and usually make it more difficult to visit multiple destinations in a single day.

What to visit in Montenegro?

For most visitors, the Bay of Kotor is the highlight of any day trip from Dubrovnik. The area combines several of Montenegro’s most visited destinations within a relatively small area, making it ideal for a one-day visit.

Kotor is known for its medieval old town and waterfront setting, while nearby Perast offers a quieter atmosphere and views of the surrounding bay. Just offshore lies Our Lady of the Rocks, a small island church that has become one of Montenegro’s most recognisable landmarks.

Travellers with more time may also consider Budva, particularly if they’re interested in beaches and nightlife. However, for a day trip from Dubrovnik, the Bay of Kotor remains the most popular choice. If you’re having trouble deciding between the Bay of Kotor and Budva, read our detailed comparison here.

A different way to experience the Bay

Once you’ve decided to visit the Bay of Kotor, the next question is how you’d like to experience it.

Most tours explore the bay entirely by road, stopping in destinations such as Perast, Our Lady of the Rocks, and Kotor before returning to Dubrovnik the same way.

Our approach is different. After crossing into Montenegro, we board a boat and continue through the bay from the water. The destinations remain the same, but the experience changes completely. Instead of driving around the bay, you sail through it, with the coastline, historic towns, and surrounding mountains unfolding along the way.

As the only Dubrovnik-based agency offering this type of Bay of Kotor experience, we’ve built the tour around the idea that the bay itself should be part of the journey, not just something viewed from the road.

If you’d like to experience the Bay of Kotor from the water rather than simply travel around it, you can learn more about our Montenegro by Boat tour here.
